Righty.....
1st become a member its free
To download anything from the site you have to earn points which you can earn by using the forum (posting topics etc)
Once you have points you can download tones and games

The site from what iv found is that it covers mostly all mobile phones that have WAP, Polyphonic Tones, series 30/40/60 etc enabled phones ie all the phones you can play games on. The moderators will probably give you more info on it, but if you have quite a recent phone ie a Nokia 6600 or similar you should have no probs using the site to personalise your phone
