Jith about your question..
First you must have a mp3 with the following settings before you convert it to .AMR..
Bit Rate: 128kbps
Audio Sample Size: 16 bit
Channels: Mono
Audio Sample Rate: 8kHz
try this and post result here if it works.. actually i do not use amr tones but wav tones, so i just experimented it since u ask it..

Thanks buddy for the response....even i experimented how it works and my conclusion is this!!!!
While converting files to amr format it is better to convert an mp3 file than the wav bcoz of quality and when i tried to convert two similar tones (1 mp3 and 1 wav) i got the converted mp3 converted one very clearer than the wav one..... and thts how it works!!!!
so hereafter it is better to convert an mp3 file than a wav file for getting the high quality amr output dude!!!!
hope you agree with my results!
moreover........
To encode a file to the AMR format you need to specify the MR mode (bit-rate in kb/s). The higher MR, the higher sound quality and size.
