Developer Certificates!!!

HEy GUYS,
PLEASE HELP, HOW DO I CREATE CERTIFICATES FOR SYMBIAN OS 9.1 (i.e. S60v3) I'm not able to create it from symbiansigned.com as it is asking for a publisher ID.

You can't get one better hack your firmware coz symbiansigned is not issuing any cert. now.
